It’s Like Closing the Barn Door AFTER the Animals Escaped

Thanks to surveillance video in an Overland Park, Kansas Department Store parking lot the police have a suspect in the murder of eighteen year old Kelsey Smith.  The video showed a man follow Kelsey and force her into her car.  Earlier video showed the same man follow her into the store.

I often see signs in parking lots indicating the presence of surveillance cameras.  I am so relieved to know that should I be the victim of a violent crime, resulting in my demise, the police will have video of my killer.

Rather than waiting until something bad happens before reviewing the video, would it not make more sense to have somebody, monitoring the feed from these cameras, ready to take action upon observing suspicious behavior, possibly preventing a tragedy such as this?
